Sino-German Innovation Park, located at Changzhou Science and Education Town, is an important collaboration project between two sister cities, Changzhou and Essen. On November 2013, Changzhou and Essen signed the Letter of Intent for Sino-European urbanization Cooperation City Project, witnessed by Premier Keqiang Li, then president Van Rompuy of The European Council and then president Barroso of The European Commission. In 2016, Sino-German Innovation Park received the honor of Exemplary EU-China Urban Cooperation Recognition issued by NDRCC and European Commission.
German advanced technology-transfer agencies registered in Sino-German Innovation Park will be offered a waiver of office space rent. Each agency will be possibly awarded up to 1 million RMB in a year based on the achieved technology-transfer cases. Based on the number of German Hi-tech enterprises successfully brought in or incubated in the Innovation Park, the technology-transfer agencies will receive another reward of no more than 1million RMB in a year. The technology-transfer agencies registered in the Innovation Park have an all-year qualification of applying for municipal-level Sino-German Sci&Tech funding.
German-invested enterprise, Sino-German joint venture and Sino-German cooperation enterprise landing in the Innovation Park will be possibly offered a waiver of working space rent. An entrepreneur and leading talent will be offered a support of up to 15 million RMB according to current government policies. The newly set-up institutions or enterprises led by German top researchers will receive more support regarding each individual proposal. New startup can apply for a low interest loan of maximum 10million RMB. A stock market listed company will receive a reward of 1.5-5 million RMB. An eligible enterprise will be offered by a tax waiver from local government. Those qualified R&D projects can be recommended for application of Sci&Tech funding.
German educational agencies are generally offered a waiver of office rent. The registered agencies will be able to collaborate with 6 university and colleges within the Science and Education Town, for sharing the rich educational resources. The German agencies will also be recommended to local industry to carry out "Order form education".
